by experts: promotion should take place within
the sub-departments and not by seniority in the

The post of Manager should be combined with that of Traffic Manager and not (as now) with that of Engineer of Ways and Works.
The two posts of Traffic Inspectors should
be held by Portuguese.
More could be done to check the practice of
travelling without tickets.
